These are real leaves sandwiched between two pieces of rather cheap organza.
They are stitched using tiny running stitches or back stitches.
Several were displayed together as one hanging at the Design and Technology Show, which was very effective. The idea was adapted from one in the Spring 1997 issue of the Young Embroiderers Project Book.
